NAES Corporation is the energy industry's largest independent, third-party provider of operations and maintenance services, and also serves the industry with specialized support services, gas and steam turbine inspections, mechanical shop repairs, electrical and mechanical construction and maintenance, and the placement of technical personnel. NAES is a full service provider offering a complete array of services dedicated to making facilities run more safely, reliably and cost-effectively.

The Eagle Point Power Generation facility is a 225 MW natural gas-fired power facility located in Westville, New Jersey. It began commercial operation in 1991 as a cogeneration facility providing steam and power to the adjacent refinery. Beginning in 2012, the facility became a full Independent Power Producer serving the PJM market.

SUMMARY DESCRIPTION

The Operations Manager is responsibility for managing the operations of the combined cycle power plant and all of the auxiliary equipment needed to effectively and optimally operate the plant. The Operations Manager manages the implementation of the operating plan and identifies those areas which may need improvement, adjusted, corrected, or further developed in order to optimize the facility and provide the highest value to the Owner. The Operations Manager works with the maintenance staff to assure plant equipment and facilities are operated in a safe and efficient operating condition at all times meeting all applicable compliance requirements.

PRIMARY FUNCTIONS

Establish performance goals for operations based on the overall plant goals including goals provided by the Owner.

Maintain and control operational activities so that manpower, equipment and materials are allocated effectively and efficiently to meet operating requirements and facility performance including but not limited to gas turbines, HRSGs, steam turbine, water treatment plant, and auxiliary equipment.

Verify satisfactory compliance with goals particularly pertaining to, but not limited to, Equipment Performance, Personnel Performance, and Training.

Manage Reliability requirements as determined by the Plant Manager.

Provide primary leadership in all contacts with PJM and the Energy Manager.

Direct work of and perform employee evaluations for the Plant Operators.

Provide primary leadership for turbine emissions monitoring testing, performance testing, or other similar requirements to meet regulatory compliance requirements or to improve the turbine operation, including identifying, contracting, managing, and coordinating testing contractors.

Develop and monitor operational training programs to meet all requirements in the operations department including, but not limited to, safety, environmental, performance, and reliability.

Review Safety and Environmental compliance in the operations department.

Provide a daily update report to the Plant Manager, Energy Manager and other management employees.

Provide night orders for night and weekend operators with work expectations. Evaluate operators' performance at completing night orders.

Report abnormal or emergency plant conditions to the Plant Manager. Take necessary corrective action in accordance with established policy or at the direction of the Plant Manager.

Prepare required reports for the Owner, PJM, or Reliability Coordinator, as needed.

Review and edit operating policies and procedures and ensure that they are kept up-to-date.

Ensures that PI is used as an operational tool to determine operational performance and to troubleshoot problems.

Contribute to the overall favorable morale and motivation of plant personnel and contractors handling any associated employee or contractor complaints in an appropriate manner.

Assist with identifying, evaluating, screening, and hiring plant personnel, particularly those in the operations area.

Communicate with peers, particularly the Maintenance Manager, to ensure operational and maintenance activities are well coordinated.

Complete other tasks as requested by the Plant Manager.

SCOPE OF RESPONSIBILITY

The Operations Manager must ensure that all work is performed in a safe manner resulting in no accidents, in compliance with all environmental permits and reliability requirements at all times. The Operations Manager must effectively communicate information to the Plant Manager, peers, and subordinate plant personnel, relative to the condition of the plant equipment and performance, and provide suggestions and recommendations for plant improvement. The Operations Manager must ensure duties are performed in such a way to result in an optimum value to the Owner.

The Operations Manager must be knowledgeable and experienced in gas turbine, steam turbine, boiler, instrumentation, and controls operational principals relative to their application in the efficient performance of the plant. The Operations Manager must be familiar with the GE Frame 7 gas turbine, a duel pressure steam turbine, OSI-PI software application, ABB/Bailey control systems, water demineralization and applicable environmental regulations relative to their application to this facility.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

Physical requirements include working for extensive periods of time on one's feet, climbing stairs, standard ladders, ship ladders, and scaffolding and periodically lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties including, but not limited to, hard hats, safety glasses, respirators, ear protection, chemical suits, hot gloves and high voltage protective equipment. Employees must be able to pass requirements associated with wearing a respirator for this position. Work with hazardous materials in appropriate personal protective equipment may be required.

The position requires extended working hours and varied shifts with the possibility of weekend and holiday work, as required by schedules, work load and plant conditions. "On call" status will periodically be required.

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination, post-offer drug screening, post-employment random drug screening, and post-incident drug screening. There are extensive smoking restrictions in and around the facility.

JOB QUALIFICATIONS

Bachelor of Science degree in engineering or equivalent degree or a minimum of 10 years of power plant operations management experience required. A minimum of 7 years of power plant or similar experience in a responsible operations position is required. Operations experience with both gas turbines and steam turbines is required. At least 5 years of experience supervising operations personnel is required. Highly desired qualifications include:
• Operations experience with GE Frame 7 gas turbine;
• Operations experience with ABB VAX steam turbine;
• Operations experience with demineralized water system;
• Strong rotating equipment experience;
• Experience implementing OSI-PI Software.
• Experience using a computerized maintenance management system.
• Strong leadership and motivational skills.
• Effective writing and speaking skills. Very experienced with MS Excel.
Experience that is considered a plus includes:
• Operations experience with the GE 7EA gas turbine.
• Experience using MP2 computerized maintenance management system.

 Additional Information

Weekend and/or Holiday Rotation may be required.
