GENERAL SUMMARY

 Primary responsibilities are to perform weekly payroll and billing duties for the NAES Staffing Services division.  Will assist to reconcile and close Staffing Services division payroll quarterly and at year-end.  Perform general ledger account analysis and reconciliation, and prepare adjusting entries, and prepare related journal entries and schedules for Staffing Services division monthly financial closing. 

Will support division’s annual financial audit requirements. Will assist in review of payroll and billing processes, and recommend procedures and controls for improvement, which may be approved by Staffing Services division manager and NAES Corporate accounting management.

PRIMARY DUTIES

PAYROLL:

Enter data, prepare and distribute a weekly, multi-state, job costing payroll for NAES Staffing Services employees including maintenance of related data on computerized accounting system and Temp Works data base.  Prepare required journal entries.  Files appropriately as needed at the end of each weekly process cycle.

Reconcile payroll related accounts in the Staffing Services division general ledger on a periodic basis and prepare Staffing Services division adjusting entries as required, including 401K and insurance payable accounts.

Process garnishment orders and remit payments.  Distribute 401K, child care, and health care spending deduction reports to Corporate Payroll for consolidated reporting and payment.

Prepare and maintain flex and disability schedules.  Reconcile flex leave payable accounts to schedules and payroll.  Prepare reconciling adjusting entries.

Assist in calculating, record and pay NSS commissions and bonuses in accordance with terms of commission and bonus agreements.

Perform Staffing Services division quarterly and year-end payroll closing responsibilities, including reconciliation of payroll data, and auditing of employee payroll information.  As needed, verify employee social security numbers.  Reconcile withholding and gross wages; and state and federal gross wages.

BILLING:

Prepare weekly invoices for NAES Staffing Services division, including maintenance of related data on computerized accounting system and Temp Works database.  Forward invoices to NTS Controller for review and approval.  Mail or distribute, as required, invoices to customers.

Update billing in accounting system to record revenue. 

As needed, perform collection calls for past due customer invoices, and submit reports to Staffing Services division manager, NTS Controller and HQFPM.

MONTHLY FINANCIAL CLOSING:

Assist to prepare Staffing Services division closing entries, including:

    - bonus and commission accruals - burden allocations (G&A burden and allocations) - NSS/OMS salaries payable/bank entry - workers' compensation reclassification entry - flex leave accruals-gross margin reports review and variance analysis

Assist to reconcile Misc PR Benefits, Wage Garnishments, and Timecard Module general ledger accounts, and prepare required adjusting entries.

Coordinate closely with HQ Sr. Consolidations Accountant during monthly financial closings to insure that closing deadlines are met, and data is accurately reported. 

OTHER:

Prepare monthly safety hours report, and post report on NAES portal.

Coordinate assignment of job numbers with NTS Controller to insure the accuracy of the NTS/OMS gross margin reports.

Regular maintenance and update of Desk Procedures Manual is a job requirement.

Perform other accounting duties as assigned by NTS Controller.

SPECIFIC SKILLS AND KNOWLEDGE
Fundamental understanding of professional accounting concepts and financial reconciliation and analysis as well as knowledge of multi-state tax laws and wage and hour laws is essential.
Proficiency in computer software, including word-processing, spreadsheet applications, and accounting systems. Ability to proficiently operate a 10-key calculator. Ability to effectively and proactively establish working relationships throughout operational groups is desired. Excellent detail, analytical, and organizational skills is desired. Demonstrated ability to effectively communicate both orally and in writing is preferred. Demonstrated ability to work with moderate supervision. Confidentiality is job-required.

EDUCATION AND EXPERIENCE
Associates or bachelors degree in accounting or equivalent education or experience is preferred. Minimum of three to five years of payroll experience is required, with strong experience and understanding of in-house multi-state payroll processing and taxes, audit and reconciliation, and benefits. Experience in the billing process desired.General understanding of accounting including accounts payable, job cost, and general ledger is essential. Strong experience in Word and Excel
